Testing scenarios of chemical emergencies and mass casualty incidents in the frame of eNOVATION project

The first exercise of the eNOVATION project took place in Dortmund from February 28 to March 1, 2025, bringing together first responder (FR) units, technical partners, and key stakeholders in a cross-hierarchy and cross-sector collaboration. I-SENSE Group,  participated as the Technical Manager and WP4 Leader of the project, focusing on the development of the Scenario Building-based and Ontology-driven Matchmaking Platform. EPU-NTUA, also a scientific unit of ICCS, which contributes to the project’s technical developments, assists with the integration of innovative technologies into crisis response operations.

Objective

The joint activity aimed to ensure the successful implementation of all planned project activities by engaging diverse FR units and facilitating the integration of innovative technologies into real-world emergency response scenarios.

Scenario

The exercise simulated a chemical emergency and mass casualty incident caused by the release of hazardous substances inside a light rail transit vehicle. This high-impact scenario provided a realistic testing ground for evaluating the operational effectiveness of new technologies and response strategies.

Key Activities & Goals

Technology Demonstration & Usability Workshop – Introduction of all eNOVATION technologies to first responders and project partners, ensuring a clear understanding of their usability and integration for future exercises.

Functional Exercise – “Live My Life” Session – A hands-on experience primarily for technical partners, allowing them to refine their tools based on real-time interactions with FRs.

Evaluation & Round Table Discussions – Conducted as part of Task 7.5, enabling structured feedback collection and analysis to enhance project outcomes.

CBRNe Stakeholder Networking – Strengthening collaboration among Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNe) experts and practitioners to foster knowledge exchange and cooperation.

This exercise marked a significant step forward in advancing technology-driven emergency response solutions, ensuring their practical applicability in crisis scenarios. Future project exercises will build upon these insights, further enhancing first responder capabilities.
